Persona 3 Reload will "likely never" see the return of Portable's female protagonist, producer says
Persona series producer Kazuhisa Wada has confirmed that female protagonist Kotone Shiomi will not appear in Persona 3 Reload, despite her popularity among fans since her introduction in Persona 3 Portable.

As reported by PC Gamer, Wada apologized to fans for Kotone's absence during an interview with the now-defunct Game Informer, but explained why the character may never appear in Reload. "The more we discussed it, the more unlikely it became," Wada said. "The development time and costs would not have been manageable… It is not possible for us to release Persona 3 Reload with the female protagonist in this window, we just can't do it. I'm really sorry to all of the fans who were holding out hope, but it is likely never going to happen."
Kotone first appeared in P3 Portable, a PSP port of the RPG with additional content, the game's third release after the base game and the enhanced FES version. Despite Reload being billed as a "complete experience" for fans, many were disappointed to learn that Kotone and the rest of FES and Portable's content would not be included.
To address fan complaints regarding missing content, Atlus will release the Episode Aigis - The Answer DLC in September, which will include the previously absent 30 hour-long epilogue from FES. As for Kotone, fans have taken it upon themselves to create a mod to restore the character known as the "FeMC Reloaded Project," which is still in development.
