The details:

  • The updated guidelines, published on September 10, prohibit modders from crossing over maps, characters, storylines, or in-game assets between separate Rockstar titles. Expanding or modifying official Rockstar storylines, characters, or other elements from the studio's "established continuity" is also explicitly off-limits.
  • Online multiplayer modding is restricted to Rockstar's official licensed Creator Platform. Mods that infringe on Rockstar's own IP or any third-party IP are banned, including use of real-world brands, logos, images, or music without permission. Modders are also told not to modify or reuse voice performances from any Rockstar game, and not to use any real person's voice, image, or likeness without written consent.
  • On monetisation, Rockstar says mods may only be sold through digital storefronts it approves via the Creator Platform. Prohibited monetisation methods include real-money gambling, loot boxes, gacha mechanics, in-game currency sales for real money, and cryptocurrency or NFT integration of any kind.
  • The guidelines apply to GTA 6, GTA 5, and Red Dead Redemption 2, all of which have active modding and roleplay communities. Rockstar has yet to confirm a GTA 6 PC launch date.
