Facebook’s FRL division is seeking an EMEA Trade Compliance Program Manager to partner with a team of internal and external vendors, contributors, Import and Export specialists while working closely with Facebook Finance, Tax, Policy, Legal, and Compliance teams to investigate, analyze, interpret and apply trade regulations critical strategic development of the FRL hardware roadmap. This role will be a part of the FRL Trade/DG Logistics, and Fulfillment team and will oversee the development of trade strategies critical to the EMEA FRL consumer supply chain partnering closely with the APAC FRL Trade and DG PM leads for a holistic approach to Trade compliance in line with the FRL innovative vision. The candidate will be a core liaison to the broader EMEA and APAC Facebook Trade and Security organization, will work closely with the FRL Global Trade PM to uphold rigorous oversight of the overall FRL Trade Compliance program, provide inputs, insights, and recommendations to help guide long term strategic supply chain decisions.

Supply Chain Trade Compliance Program Manager Responsibilities

  • Manage interfaces with EMEA Facebook Tax, Trade Legal and Trade Operations to uphold Facebook security and compliance objectives within the dynamic, expanding, competitive consumer facing FRL global supply chain
  • Work with cross functional teams using a keen understanding of the EMEA distribution networks and research initiatives to link all End-to-End supply chain processes streamlining collaboration, effectively managing trade compliance, guiding logistics decisions, and facilitating fulfillment
  • Build partnerships with internal and external EMEA leadership staff, including Sales, Marketing, Finance, Indirect Tax, Logistics, Information Security, Freight Forwarders, Distribution Centers and other 3PL’s to foster a collaborative and consensus approach to data and information, to streamline compliant operations and influence decision making. Optimize cross functional resources to achieve complex and unique objectives within budget and timelines. Ensure that supporting project initiatives in key areas of the EMEA business are on time and on budget.
  • Liaise between Trade Ops, Product Compliance, Business Enablement Teams, and FRL Logistics, Fulfillment, Customer Service Operations and Channel Ops to build new EMEA trade channels and lanes facilitating the expansion of Facebook’s consumer hardware products into new EU and EEA territories.
  • Support the FRL Business Enablement Team to identify and deliver core capabilities to address the complexities of the EMEA Tax and Trade interactions.
  • Help develop, implement, and manage the requisite disciplines and skill sets that underlie an optimal supply chain operation by incorporating best supply chain trade practices to unlock cross border solutions for the R&D EMEA flows and new target markets.
  • Provide strategic leadership on the EMEA Trade Compliance landscape including insight into the WCO and WTO directives and impacts.
  • Contribute to the design and implementation of the FRL strategic vision through innovative thinking and interpretation of trade/logistics policies and procedures stemming from regulatory compliance changes
  • Establish key performance FRL EMEA metrics measuring the evolution of FRL EMEA Trade initiatives and improving alignment of roles and responsibilities between collaborative units to refine and streamline ongoing operational strategies.

Minimum Qualifications

  • Minimum 8+ years of overall experience in international trade and logistics with a particular focus on EMEA trade compliance.
  • Practical experience with global Customs trade programs and requirements, including the ability to interpret Trade systems data and apply FTAs and Duty mitigation programs
  • EMEA logistics and distribution experience
  • Solid understanding of Indirect Tax rules and trade impacts
  • Proven project management skills and tools, PMP certification or relevant experience preferred, but no required.
  • Use of Microsoft Office and Google Suite including Word, Excel, PowerPoint, Visio and Microsoft Project for concise data driven communication.
  • High level of knowledge and experience of Excel and/or Google sheets for mainstream analytics and delivery of high level key data
  • Ability to adapt quickly to internal systems that support SCM activities.
  • Robust presentation skills for executive stakeholder engagement and communication
  • Self-motivated, self-starter able to handle multiple projects simultaneously and prioritize
  • Excellent strategic problem solving, negotiation & analytical skills, strong business acumen.
  • EMEA Supply Chain / Trade Organizations participant with insight into EMEA Trade regulatory initiatives and changes.
  • Strong analytical skills to analyze information consistently, identify solutions, communicate clear messages using visual representations of data
